What is this stitch, and how do you do it?

I keep seeing this stitch, but I don't know how to do it. It's an embroidery stitch, and almost looks like the thread is braided as you stitch. Or is looped around somehow. I've seen it mostly as outline stitching in lieu of backstitch. I wish I could be more descriptive. If I knew what it was called, I'd show a picture.
Any ideas?
