How do you make these? And what do you mount it on?

For the key rings most craft stores sell kits that you can just put the finished project in. With magnets, most people just do the project on a plastic material and the attach a magnet. Some use glue, some use self adhesive. For the most part just play around and see what works for what you want. A lot of the time if you see one that you really like the style of, if you ask you can find out how they made it.

What kind of plastic material?

Probably plastic canvas. That's what I usually see them made out of.
