How do I assemble this frame? Basting? I am clueless!

So, I got a new frame today to replace the hoop that has so far not been working out for me, but this new frame... I think it would actually be easier to build a spaceship than it would be to use this frame. I've put it together, but I can't figure out what to do next. The instructions may as well be in another language, but it does mention something about basting, which I have no clue what that is.

Basting is a sort of temporary stitch used to hold things together, I know it better as tacking.
You sew your project fabric on to the little strips of material on the bars of the frame with something like a running stitch - these stitches will be removed later when you're done!

That sounds really hard. I tried something like that, but it didn't hold.
