Best way to do that would be to get the sprites and backgrounds you want, and cut/paste them together in an image editing program (like Photoshop, or GIMP or whatever you have really). There's a lot of sprites available and it's fairly easy just to place them where ever you like in an image. But if you feel you can't do that yourself, we have many people here who would be willing to help you out - all you need to do is ask in the appropriate request board!

Not as such, but generally when making patterns the colours for things like Kuribo's Shoe come out the same. I'd try looking at some of the patterns available and noting down the colours used, pick one you like best and go with that!
