No he's part of vanilla Skyrim. I know he can spawn anywhere in the world but I usually see him around the Whiterun area, on horseback. On a Tuesday I think. Tirdas even!
I also have seen him around Dustman's Cairn a lot.

If you ever see him, follow him!

By the way sfxbecks - is the location in your final submission pic Dustman's Cairn or Hamvir's Rest? (Or indeed another location.)

It's Hamvir's rest...thought it was a nice touch cos I hear that's where he takes you when you follow him, cos he's buried there!

We actually thought that it would be awesome if it was Hamvir's Rest, because of that exact reason! And he does, if you follow him.

! omg I think I must have killed him before EVER seeing the ghost! I know I killed all of the spawns in that area at least. lol just my luck...
